The determination on an employee transfer will be based on Article 24.2 of the Collective Bargaining Agreement. The following is the language pertaining to the decision of transfer: “The hiring authority shall consider these internal applicants. Such factors as performance, classification seniority, documented discipline, and other factors deemed relevant by the Library shall be considered. Whether to fill a vacancy, as well as which employee is selected to fill the vacancy, is the determination of the Library.”
